Shackled Teen Shows Up At Tracy Gym

Three suspects were arrested by police in the alleged abuse of a 17-year-old boy in Tracy. The case started to unfold when the teen showed up at a gym on Monday, Dec. 1, 2008, with a chain locked to his ankle. He told gym personnel that he had just fled his captors.
