Calif. Watchdog Won't Investigate Sex Tape Scandal

California's campaign watchdog agency said it will not investigate whether two female lobbyists broke state law by allegedly having sexual relations with a former state assemblyman.
The group Common Cause has argued the lobbyists violated a law forbidding lobbyists from putting elected officials in situations where they feel obligated to act a certain way.
Roman Porter, executive director of California's Fair Political Practices Commission, said Wednesday the law applies only to economic obligations, not personal relationships.
The complaint came after former Assemblyman Mike Duvall was caught on videotape describing relations with the lobbyists. The Republican from Yorba Linda denied the affairs and resigned.
The state attorney general and the Assembly Ethics Committee also declined to investigate.
