With about 35,000 votes still left to count, a measure to fund a Bay Area Rapid Transit extension through the South Bay still lags behind the necessary two-thirds majority to pass, Santa Clara County elections officials said Monday.

A minimum of 66.67 percent is needed for the measure to pass.
According to Registrar of Voters spokeswoman Elma Rosas, more than 17,500 ballots had been counted between Friday and today, but most of the remaining 35,000 are provisional ballots, which take longer to process, she said.
Elections officials have until Dec. 2 to certify the final vote, Rosas said.
