In Contra Costa County, a whopping 40,000 people have now applied for Section 8 housing, the federal assistance program for low-income renters and homeowners.
It was the first time that Contra Costa had opened up enrollment in 7 years, and the response was overwhelming. Unfortunately, the number of available units only accommodates a small fraction of those residents.
