California Highway Patrol investigator Chris Linehan said he arrested Samuel Botchvaroff Tuesday as he sat inside a stolen 2000 Range Rover at the Vallejo courthouse. Botchvaroff had just left his arraignment on auto theft charges stemming from an Oct. 31 arrest.

Prosecutors filed the charges Tuesday against 19-year-old Quran Jones, who remains in the hospital after being shot by police. He's been upgraded from fair to good condition since the Oct. 21 incident. Authorities say Jones beat 23-year-old Scott Hawkins with a baseball bat during a rampage in their five-person suite. Officers opened fire after they say Jones lunged at them with a knife.
