Cell phone citation statistics from July 2008 through June 24, 2009 --

The CHP issued these citations under VC 23123 and VC 23124. VC 23123 prohibits all drivers from using a handheld wireless telephone while operating a motor vehicle. VC 23124 provides that motorists 18 years old and older may use a hands-free device; drivers under the age of 18 may not use a wireless telephone or hands-free device while operating a motor vehicle.
