Fed Audit Clears Coast Guard Of Bay Spill Blame

SAN FRANCISCO (AP) ― A new report by the Homeland Security Department's inspector general says Coast Guard watch-standers could not have prevented a freighter from crashing into the Bay Bridge last November.

The audit also says the initial underreporting of the size of the 53,000-gallon oil spill didn't hinder the response.

But the inspector general did find that the San Francisco port lacks trained, experienced and qualified marine casualty investigators.

The report also says Coast Guard officials should have waited until they knew how large the spill actually was before releasing a figure to the public.

The inspector general report is set to be released at a hearing Thursday, but The Associated Press obtained a copy of the IG's testimony detailing the findings on Wednesday.
