A report from the Commerce Department shows sales of new homes are at the lowest levels in over 16 years. So, some Bay Area developers are offering incentives to take the risk out of buying.

"As a builder we have been looking for creative ways to make buyers feel comfortable with making a purchase in the market," says Tamara Gonsalves of Shea Homes in Livermore.  

With 556 new homes being built in this development in Livermore and only 75 homes sold so far, Shea Homes decided to help take the fear out of buying their properties and they put it in writing.

"We have a price guarantee program that guarantees the price for the life of the escrow," explained Gonsalves. 

Here's how it works: Let's say you buy this model at a base price of $500,000 and you're in escrow for 6 months, if at any time while you're in escrow the price goes down you get a price adjustment.
