Vallejo police arrested two teenage boys Friday in connection with the beating and robbing a Vallejo city employee as a crowd swarmed around him.
The identities of the two arrested Vallejo High School students, ages 15 and 17, were not released by authorities because the pair are juveniles.
Officers arrested the boys about 2 p.m. on suspicion of assault with a deadly weapon, aggravated battery and robbery.
Police also indicated that they expected to make more arrests in the case.
Investigators said surveillance footage of Monday afternoon's attack on the 47-year-old street maintenance worker near the school led them to the two suspects.
The video was taken by security cameras at Britton's Mini Mart and by a concerned citizen.
The attack apparently started with a confrontation over a rock thrown at a city-owned backhoe the man was driving.
Vallejo police Lt. Abel Tenorio said several teens hit the man and stole his wallet, as more than 40 people rushed him.
The worker, wearing an orange shirt, can be seen in the video footage sitting on the ground after the beating and robbery and good Samaritans eventually broke up the attack, police said.
The man was hospitalized for broken bones including a fractured skull, fractured jaw, broken teeth and a fractured collarbone. He was released earlier this week from Kaiser Permanente Vallejo Medical Center.
The victim, whose name has not been released, was identified as a Suisun City man and an International Brotherhood of Electrical Workers union member.
Ken Shoemaker, vice president of IBEW Local 2376, described the victim as a well-liked, 20-year city employee.
